The client enlisted rhi to support their offshore wind farm projects in the Irish Sea. Leveraging rhiCOMS, rhi’s proprietary software, the team utilized historical data to develop and present a comprehensive Schedule of Rates (SoR) and Bill of Approximate Quantities (BOAQ) in PowerBI, while also conducting detailed bid evaluations.

The project can provide approximately 3.4 million households in the UK with carbon-free electricity and has a combined capacity of 3GW. It exemplifies the transition toward renewable energy on a large scale, contributing significantly to a greener future.

  • ITT Preparation:
    • rhi was commissioned by the client to prepare compensation appendices for the Invitation to Tender (ITT). Key deliverables included a Schedule of Rates (SOR), Bill of Approximate Quantities (BOAQ), and Preambles. For the SOR and BOAQ preparation, rhi's rhiCOMS unit rate software was applied.
  • Bid Evaluation
    • Immediate checks for gaps, omissions, and errors were conducted.
    • Bid evaluation included the creation of heat maps with scenario modelling.
    • The analysis extended to logistics, locations, bulk procurement indexing impact, and potential conversion to lump sum considerations.
    • Commercial evaluation covered exceptions, exclusions, and normalization as needed.
  • Commercial ad-hoc support services included:
    • Contributing to compensation exhibit drafting and ensuring clarity on conversion mechanics.
    • Acknowledging fabrication yard responsibility for bulk material procurement and suggesting indexing mechanisms for market volatility.
  • Clarification and check estimates:
    • Acknowledging the complexity of multiple bidders in various locations.
    • Suggesting a scenario-based analysis.
    • Proposing an alternative focus on global procurement pricing for steelwork.
    • Considering advanced preparation for bid receipt.
